Connecting Planning and Preparedness: How Homeland Security Investments Support Hazard Mitigation
At SRPEDD, hazard mitigation planning and homeland security preparedness are often viewed as separate initiatives handled by different departments, however they are deeply connected. While hazard mitigation planning helps communities identify risks and develop long-term strategies to reduce future losses, homeland security funding provides critical tools and capabilities that help communities respond more effectively when emergencies occur. Together, these programs strengthen local resilience before, during, and after disasters.
Through SRPEDD’s work supporting municipal Hazard Mitigation Plans and administering FEMA’s State Homeland Security Program (SHSP) funding on behalf of the Southeast Regional Homeland Security Advisory Council (SRAC), communities are leveraging both planning and investment to address some of the region’s most pressing hazards. Two upcoming projects illustrate how homeland security investments can directly advance the goals identified through local hazard mitigation planning.
One of the upcoming SRAC-funded initiatives will install a fire monitoring camera in Plymouth County to support forest fire detection and situational awareness. The camera system will monitor forested areas, validate weather and environmental conditions, and provide a live feed to a shared platform accessible by dispatch centers, the Massachusetts Department of Conservation and Recreation (DCR), and fire response agencies.
The benefits extend well beyond emergency response. Many municipal Hazard Mitigation Plans identify wildfire risk as an emerging concern due to changing climate conditions, drought, and increasing development near forested areas. Early detection technologies help address these risks by improving monitoring capabilities and enabling faster response before small incidents become large-scale emergencies. This investment demonstrates how homeland security funding can help communities implement practical actions that align directly with hazard mitigation objectives.
A second SRAC-funded project in FFY25 will provide a towable LED message board for use by the Massachusetts Maritime Academy and regional partners during severe weather emergencies and other incidents requiring public notification.
Effective communication is a recurring priority identified in local Hazard Mitigation Plans. Whether communities are facing hurricanes, coastal storms, flooding, or other emergencies, residents need timely and accurate information about evacuation routes, shelter locations, road closures, and protective actions.
The mobile LED sign board offers a flexible tool that can be rapidly deployed where needed, helping emergency managers communicate directly with affected populations when traditional communication channels may be limited or overwhelmed. By improving the ability to provide clear, visible messaging in the field, this capability supports both emergency response operations and broader community resilience goals.
These projects highlight an important reality: hazard mitigation planning is most effective when paired with implementation resources. Hazard Mitigation Plans identify vulnerabilities and recommend actions, while homeland security funding can help communities acquire equipment, technology, and capabilities that reduce risk and improve preparedness.
As local plans increasingly address climate-related hazards, extreme weather, wildfires, and infrastructure vulnerabilities, opportunities for coordination between hazard mitigation and homeland security programs will continue to grow. The Southeast Regional Homeland Security Advisory Council plays a key role in this effort by investing in regional capabilities that support local priorities and strengthen preparedness across municipal boundaries.
By aligning planning efforts with strategic homeland security investments, SRPEDD and its regional partners are helping communities move beyond identifying risks to actively reducing them, building a safer and more resilient region for the future.
